I am writing to raise a concern regarding the recently implemented “No Right Turn on Red” restriction at the intersection of Willowdale Avenue and Sheppard Avenue, for both northbound and southbound traffic.


Since this change, I’ve noticed a significant increase in congestion at this intersection. Drivers attempting to turn left or proceed through the intersection are experiencing extended delays because right-turning vehicles are unable to clear the lane when the way is otherwise safe. Personally, I recently waited through three full light cycles just to complete a left-hand turn, largely due to backed-up traffic caused by the restriction.


I fully appreciate and support the importance of pedestrian safety, especially given the high volume of foot traffic in this area. However, the current no-right-on-red restriction appears to be creating unintended consequences, including driver frustration, longer queues, and increased congestion. In some cases, this congestion may even increase risk as drivers grow impatient.


I would respectfully ask that the City reconsider this restriction or conduct a review to assess whether allowing right turns on red—perhaps during certain hours or with additional signage—could improve traffic flow while still maintaining pedestrian safety.

I agree that the no right turn on red has substantially increased the congestion. This seems to be due to posting of no right turns on reds along Sheppard related to the new bike lanes (appreciate the lanes). In fact the congestion is bad enough where I have several times taken 2 light changes to make my turn on to Sheppard. Perhaps instead of the 'no right turn' simply posting an alert type sign to check for pedistrians and bikes before turning right would be sufficient?

Thank you. Public policy — especially traffic restrictions — should be evidence-based, not precautionary overreach. If “No Right on Red” has been implemented at every intersection along Shepherd between Yonge and Bayview, the City should clearly publish the intersection-specific collision data that justifies it. How many right-turn-on-red collisions occurred? Over what time period? Were pedestrians or cyclists involved? What was the severity? Blanket restrictions without transparent supporting data suggest policy by assumption rather than by measurable risk. These measures also have trade-offs: increased congestion, longer idle times, and driver frustration — all without proven safety benefit if the data does not support it. @Councillor Cheng Residents deserve to see the evidence. If the data does not demonstrate a clear pattern of right-turn-on-red collisions at each location, this corridor-wide restriction should be reconsidered in favour of targeted, data-driven solutions.

@John Zhu I agree with you John. Right turns have been allowed at Willowdale and Sheppard for over 50 yrs!! I don't recall hearing that any pedestrians were injured at these intersections. And I'd also like to know why we have wasted money on separate signals for cyclists? Are they not considered vehicles, having to abide by the rules that drivers of vehicles must adhere to? This should be reversed.
