Garbage Bins at Mel Lastman Square

Can proper garbage receptacles be put in Mel Lastman Square instead of those big ugly utility bins that the city uses for waste collection? They look horrible and are totally unsuitable for any public space, much less an important square/park such as MLS, which is also the site of our government building.
And why are there always so many of them (10 or more) gathered together at the front south-east corner? It looks awful! Can they be removed please?

I must add - theres a rat issue in this section of MLS. Rats can be seen scurrying under these bins from evening time to random periods during the night, up and down the fence seen on the R side, with that red object.
The bins either provide cover, or food source if they get in the bins, or food under the bins. The bins, as they are, have rats under them from late spring to fall

@Omar l , I’ve seen the rats too, even when it was still day light! That is definitely a health concern.
