Expand Willowdale Park Playground to accomodate the increase density

Willowdale Park is the anchor playground in Willowdale, the density in the area has increased and the playground and park needs to accomodate many more children and adults at the same time (it's always busy!). More play structures spread out to spread out the crowds, more seating, tables, benches, etc. Add to the budget to improve the park for everyone.
