Change one of the two bike lanes on Willowdale Avenue into a new middle left/right turn lane

Currently there is a northbound and a southbound bike lane on Willowdale Ave. During busy/rush hours, the single north and southbound traffic lanes become congested/backed up. On top of this, when there are vehicles making left turns, the north and soundbound lanes get really bogged down, while the bike lanes on both sides remain unused. Suggestion would be to make one of the bike lanes north+southbound (combine both directions), and have the 2 traffic lanes + the other bike lane turn into a northbound traffic lane, a southbound traffic lane, and a middle left/right turn-only lane. This will help ease vehicular traffic while still allowing for bike lanes.
